Village undertook to annex the same territory at substantially the same time, and the principal question in the case is which
of the two proceedings had priority. The City of Joplin obtained a favorable judgment and the defendant Village has appealed. In barest sketch, the facts are: On May 10, 1958, an annexation proposal was laid before the Joplin City Council by the city
manager. This proposal was referred to a committee, and on August 8, 1958, at a special meeting of the council, an ordinance
was introduced in the city council proposing that the corporate limits of the city be extended by amending the city's charter.
The ordinance was given a first reading on August 8, 1958, and on November 4, 1958, the annexation was approved by the voters.
